  The event log indicates it is turned off.  I have not found the option to turn on how do I do so?

  I found that the reason the logging was disabled was because of a registry key.

WARNING * WARNING * WARNING *

If you are not familiar or comfortable with using regedit please don't, as it can render you system unbootable!

The key is:

* * * * * * *
HKEY_LOCAL_MACHINE\SOFTWARE\Silicon Image\SiICfg

Value 3
  Name:            Log File Enabled
  Type:            REG_SZ
  Data:            TRUE
* * * * * * * *

Double click "Log File Enabled" yours should say FALSE, change to TRUE, exit and reboot. Then SilCfg should show log events.
